It appears that ICPSR is still offline at https://icpsr.umich.edu/ The University of Michigan has announced their network problems are mostly resolved but not all systems are back, and they expect to bring additional systems back over the next several days.

ProQuest will be taking up to an eight-hour maintenance window beginning Saturday, July 16, 2022 at 7:00 am PDT (Pacific Daylight Time) to upgrade infrastructure, enhance security, and maintain reliability on many ProQuest products. During this maintenance window, the following products will be temporarily unavailable.
As of yesterday, April 1, 2021, most of the licensed Elsevier journal content has been activated for the UC campuses. However, Elsevier is still in the process of activating the titles. In addition, there are a small number of titles for which details are still being finalized with Elsevier, which may affect individual title access.
We were notified this morning by Elsevier that they have resolved the issue with licensed content. Below is Elsevier's statement on the outage:
On the morning of January 28th, a maintenance operation intended to improve performance of our access and entitlement systems inadvertently caused a disruption of access for a number of our customers to several products and content. We worked throughout the day to recover and restore the impacted systems, and access has now been restored. The outage lasted approximately 12 hours. This problem was immediately reported to the PubMed Help Desk. Currently, NLM is working directly with Ex Libris to correct the problem but, as yet, we have not received an ETA for resolution.

If you enter the ebook title into the Search box on the T&F platform, the ebook is found. However, when you click the ebook title to access the online content, again you get the 404 error message.
UC-eLinks will be unavailable for one hour sometime between Saturday, 8/1/2020, 11:59pm & Sunday, 8/2/2020, 6AM (Pacific time) for hardware upgrades.

This past weekend (March 17-18, 2018) the Wiley Online Library (WOL) transitioned to the Atypon Literatum platform. The top level Wiley Online Library domain will remain the same, but uses a secure URL (https://onlinelibrary.wiley.com/). Society partners such as AGU and Anthrosource will use the same platform, but will have a subdomain prefixing the main Wiley URL.
Many systems hosted by OCLC are currently down. This includes all Melvyl (WCL) instances as well as "My ILL Requests". OCLC is currently working on the issue but does not have an eta for resolution at this time.

During this 8-hour window, some ProQuest products will be unavailable. While the date and time were chosen to minimize the impact on our customers, we realize that some users may be affected, and we apologize for the inconvenience. Additionally, web-based customer access will be redirected to a webpage stating the planned maintenance times.
This past weekend, OCLC had a service maintenance that apparently has un-done a feature in their standard configuration.
Normally, patrons on campus and accessing via the proxy server or VPN for the campus do not see the “<Campus> Library authentication needed” dialog box (see attached). This only displays for one of the campus Melvyl instances (e.g., ucla.worldcat.org or ucmerced.worldcat.org) if the IP address of the user’s workstation does not match the IP ranges for that campus.

At the present time, UC-eLinks is not working in PubMed. When looking at the Abstract record display format, the publisher/provider button (like Elsevier or Wolters Kluwer) displays, but the UC-eLinks button that usually displays next to the publisher/provider button is missing.

As part of their commitment to expand WorldCat support for full Unicode characters and scripts, OCLC will begin a 2 week project on Thursday 8 December 2016 to re-index WorldCat for use with all applications and article-level records searchable in WorldCat Discovery and WorldCat.org. When complete, users will be able to search using full UTF-8 characters, resulting in improved, worldwide discovery of non-Latin titles and articles.
The problem with the UC-eLinks button from missing PubMed search results has been resolved. However, correcting the problem required a change to the special URL that UC patrons use to access PubMed. The new URL for UC's access to PubMed is listed below:
The Shared Cataloging Program (SCP) will update the existing PID with this new URL. All links on campus websites to PubMed should be updated to use the new URL and those who have bookmarked the previous PubMed URL (http://www.ncbi.nlm.nih.gov/pubmed?tool=cdl&otool=cdlotool) should update their bookmarks.
Thanks to Deborah Kegel, UCSD Library, for mentioning a temporary workaround (details below) until NLM fixes the problem and the UC-eLinks button displays correctly again.

Normally, the UC campuses use a special URL for PubMed<http://www.ncbi.nlm.nih.gov/pubmed?tool=cdl&otool=cdlotool> which automatically displays the UC-eLinks button in the search results records to easily link to the online article (if applicable), to check the print journal holdings on a campus, or to request the article via Interlibrary Loan (ILL) services.
At the present time, the UC-eLinks button is not displaying in the PubMed search results records. CDL has notified PubMed customer support about this problem but they currently do not have an estimation of when the problem will be resolved.
The AP Images platform will shut down temporarily from Tuesday, Nov. 8th at 12 noon until Wednesday, Nov. 9th at 9 a.m. (PST). During this time, users will not be able to access AP Images.

Yesterday Oxford Journals online started using https instead of http. They are aware of the access problems being experienced by users and are working on fixing the problem but don't have an ETA yet..

The Request system is currently recovering from a disruption that occurred between Monday morning (11/9) and Wednesday morning (11/11). The system is currently functioning and all requests going forward are successfully being transmitted.
The backlog of requests that came through during the period of disruption will be sent out throughout the day today. These requests will be handled by ILL staff. Patrons who requested items during the outage will experience delays in the fulfillment of their requests, but there is no need to resubmit the requests at this time.
The Request system is currently experiencing problems which is resulting in delayed processing of requests. Users can place requests successfully, but there are currently delays in the fulfillment of those requests.
We believe the problem with the delayed / missing requests originates in the UCOP mail server system, which underwent a change on Thursday night. Because of those changes, some mail coming from the PIR system is not making it through to the VDX system, and therefore is not being processed into the database. CDL does not control that system, but have escalated this issue with highest priority to UCOP
East View Information Services is experiencing an Internet outage due to local Internet service provider's technical problems. Our provider is working on resolving this issue. During this period, you will be unable to access online services provided by East View. UC-licensed East View resources include China Academic Journals, Century Journals Project, LandScan, Pravda Digital Archive, and Siku Quanshu.
OCLC announced that as of 5:05 PM PDT on Saturday, October 17, 2015 all OCLC services were up and functioning normally again.

Normally, the UC campuses use a special URL for PubMed<http://www.ncbi.nlm.nih.gov/pubmed?tool=cdl&otool=cdlotool> which automatically displays the UC-eLinks button in the search results records to easily link to the online article (if applicable), to check the print journal holdings on a campus, or to request the article via Interlibrary Loan (ILL) services.
At the present time, the UC-eLinks button is not displaying in the PubMed search results records. CDL has notified PubMed customer support about this problem but they currently do not have an estimation of when the problem will be resolved.
Due to scheduled maintenance on March 18th 2015, De Gruyter Online will be unavailable for approximately 1 hour between 9 a.m. and 2 p.m. PDT. The outage will affect all content on www.degruyter.com<http://www.degruyter.com>.

After analyzing their logs, OCLC discovered the underlying cause of the search problems in the WorldCat Local (Melvyl) instances. They will need to do development work to completely fix the problem; the current estimate is that this process will take 1 to 2 weeks to complete.
9:43 AM, 29 January 2015 Latest update to yesterday's CDLALERT: Current problems with some OCLC services
While CDL continues to work with OCLC to resolve the search problems in the campus Melvyl (WCL) instances, Basic Search now searches the WorldCat.org database only. This means that the results from the 80+ Central Index databases (displayed from the Advanced Search screen) that are usually included in standard search results are not included at this time. This is a temporary solution until the underlying cause of the WCL search problems can be resolved.
At the present time, 10 (Berkeley, Davis, Irvine, Los Angeles, Merced, Riverside, San Diego, Santa Barbara, Santa Cruz, and Melvyl [union view]) of the 11 UC WCL instances are experiencing the search problem reported earlier today (described below). Only UCSF's WCL instance remains unaffected. We have escalated this problem with OCLC customer support.
Problems have been reported with UC San Diego's and UCLA's Melvyl instances (http://ucsd.worldcat.org and http://ucla.worldcat.org). After a search, you get the following message: An error has occurred. Please try your search again.
When we reported this to OCLC, we were informed that WorldShare ILL and WorldShare Management Services (WMS) may also be affected on the campuses.

The wide-spread Bash vulnerability nicknamed “Shellshock” was announced publicly on Wednesday, September 24th, 2014. This potential exploit exists on all UNIX-based systems (UNIX, Linux, Mac OS). All CDL technical teams have analyzed their applications to assess the possible risk and performed appropriate remediation.
Our IT support team has applied the available patch set to Linux VMs and Solaris systems in our Production environment. Service managers have sent out messages to clients to assure them that all planned remediation work has been completed. Please share this information with your colleagues.

Beginning on February 15, 2014 ProQuest will make improvements to its internal systems to accommodate a growing number of users and to reduce the need for future downtime. An eight hour (8) maintenance window is needed to perform these enhancements. The maintenance window will start at 7:00 PM PST on Saturday, February 15th through 3:00 AM PST on Sunday, February 16th, 2014.
The OCLC FirstSearch Service will be unavailable for approximately a 2-hour period beginning on Saturday, January 18, 2014 at 11:00 PM until 3:00 AM PST on Sunday, January 19, 2014. This downtime is needed to allow OCLC to complete some maintenance.
This year, UC’s Office of the President, including the California Digital Library (CDL), will be officially closed during the Winter and New Year holiday periods from Friday, December 20, 2013 at 2:00 PM PST through Wednesday, January 1, 2014. Access to the China National Knowledge Infrastructure (CNKI) database platform available at http://eng.oversea.cnki.net is temporarily unavailable. Users have been receiving the "504 Gateway Time-Out: Server didn't respond in time" error message when attempting to download articles from the following databases: China Academic Journals (CAJ) and Century Journals Project (CJP).
CDL's PURL server (for Persistent IDs or PIDs) will be unavailable on November 13, 2013 from 5:30 AM - 7:30 AM PST for system maintenance. During this maintenance, any URLs that begin with http://uclibs.org/PID/<number> (e.g., http://uclibs.org/PID/100101) may not work. After the maintenance has been completed all PIDs will work correctly again.
UC-eLinks, UC's linking service, will be unavailable from 1:00 AM - 2:00 AM PST on Sunday, November 11, 2013 for scheduled maintenance on the hosted SFX server. Please share this information with your colleagues.

Wiley will be making upgrades and improvements to the Wiley Online Library and The Cochrane LIbrary this Saturday, September 28, 2013, and these resources will be unavailable for approx. 4 hours between 6:00 AM to 11:00 AM PDT. There will also be some delays to online publishing between 25 to 28 September 2013.
On Saturday, September 28, ProQuest will be installing new enhancements and more unique content. System downtime is scheduled from 7:00 - 11:00 PM PDT on Saturday, Sept. 28. During the maintenance window your ProQuest search interface will not be available.

While CDL and NLM work to restore the familiar UC-eLinks icons to PubMed, a temporary workaround is now in place. Clicking the blue Online Full-text button now displays the UC-eLinks menu window for the record. The restoration of the UC-eLinks icons will not happen before tomorrow at the earliest so, in the meantime, use the Online Full-text buttons to display the UC-eLinks options for the item.
At the present time, UC-eLinks icons ([cid:image004.jpg@01CE70CA.17CF2840]) are not displaying on PubMed records. Currently, a default "Online Full-text" icon displays along with any publisher icon, if available. See examples below.

On Saturday, June 15, 2013 ProQuest will install new enhancements, features, and databases, to improve the research experience. Highlights from this release include:
* Faster ebrary e-book discovery * Improved search experience for tablet users * New custom format options when exporting records to RefWorks

Due to a system upgrade, Blackwell Reference Online and The Cochrane Library will be unavailable for up to 12 hours over the weekend of April 13th/14th.
