Release 1636 changes the way the system determines whether
distribution step values are valid. Currently, lists of acceptable values
for personnel program (PP) 1 titles and for academic titles are hard-coded
in programs PPEC051 and PPEI053.  All of our sites are using the Base
definitions.

R1636 modifies these two programs to base the validation of step values
on information from the TCT rather than the hard-coded lists.  As before,
the logic will vary depending on the personnel program code.  Validation
will kick in when step values are updated and the distribution end date
has not passed.

- PP 2 (Management and Senior Professional).  Existing logic to verify that
   salary step value is zero or spaces remains in place.

- PP 1 (Professional and Support Staff).  A lookup in the TCT is
   performed for the combination of title code, sub-loc, and UNC/COV
   pay representation code.  To qualify, the rate lookup code in the TCT
   must be 'S' (stepped), and the rate set must have an indefinite end date.
   Per the release letter, "titles where Rate Lookup = 'S' and Step Scale
   Exception = 'W' have "whole step" rate intervals (1.0, 2.0, 3.0, etc.);
   titles where Rate Lookup = 'S' and Step Scale Exception is blank have
   "half step" rate intervals (1.0, 1.5, 2.0, etc.)."

- Academic.  The programs will look up the appointment title Code
   and find the current rate set.  Valid step/interval numbers are
   whole numbers:  1, 2, 3,....

There are no table updates for r1636; existing edit messages
08-721 and 12-925 will be used.

R1636 includes a one-time program that generates a report to advise
you about any already-existing step values that do no pass the
TCT-based edits.  It's organized by employee name within department.
Additionally, the PPOT1636 one-time program has the ability to
produce the report data in a machine-readable file.

May we have your approval to install r1636 and run the one-time program?
Also please let us know if you are interested in receiving the data file
of errors.  We'll assume that you don't want it unless you tell us otherwise.
