During Monthly Periodic Maintenance, a type of separation date called the
Distribution Eligibility Date is re-derived for a select set of employees
and thereafter is passed to FITSCo.  This date identifies the start of a 30
day period during which FITSCo may grant the employee a distribution of
funds.  Employees for whom the date is set are those in inactive status,
with no future appointments, no payroll activity in the previous month, and
no UNEX distributions.  "For employees who meet <these> criteria, the
Distribution Eligibility Date is set to the first day of the upcoming month."

R1674 modifies the monthly derivation process (specifically program
PPEM108) to bypass any employee who already has a Distribution Eligibility
Date.

There are no table updates for r1674.

Although marked as not urgent, email from Carrie Gatlin to HR contacts
stated that the "current derivation process is causing problems for former
employees attempting to receive a distribution of funds from FITSCo", so it
might be a good idea to get it implemented soon.  It's just one program,
and therefore easy to test and install.
