Release 1476 adds foreign address fields (foreign address indicator,
province, postal code, and country name) to the MEM740 file that
is created on a monthly basis by program PPI740 as an interface
between PPS and UCRS.

This file contains incremental changes that occurred since
the previous month.  PPI740 identifies what has changed by
comparing the contents of the EDB with a history file of data
values that have already been sent to UCRS.  Like the other
interface data elements, it will need to be able to determine
whether foreign address fields have changed and thus they
must be added to the history file as well as the MEM740 file.
A one-time program, PPOT1476, is issued to add the new
fields to the most recent history file in a way that will ensure
that only non-blank foreign address values will be sent.

There are no table updates.

R1476 is date-mandated.  The timing of installation as described
in the release letter appears to call for implementation after the
March run and before the April run, but Base issued a clarification
saying that it must be in place for the March cycle, i.e., the
next run of PPI740.  Ok to install?
