Release 1667 is the first phase of changes to PPS in support of a new data
element, 'W-8BEN Date' in the PAY table that will be used to store the date
on which a non-U.S. citizen signed the UC W-8BEN form.  This is a UC
version of IRS form W-8BEN and is intended to "assist the campuses with
facilitating the proper citizenship status coding of non-U.S. citizens"
according to the release letter.  In r1667 the new field is:

- added to the PAY table in the EDB and to the BAS table in the HDB
- displayed on IALN and IBA1
- added to the EALN screen for updating
- edited by PPEC111 along with citizenship code, U.S. Date
   of entry, and visa type

- along with U.S. Date of Entry, "included in General Information
   section of CICS and Web PAN"
- added to the web EDB inquiry citizenship screen

- added to reports PPP5831 (STATEMENT OF CITIZENSHIP
   STATUS RENEWAL), PPP6201 and PPP6203 (PERSONNEL
   REPORTING).

TABLE UPDATES
   Transactions are provided for updating these tables:
- data element
- data elements to screens
- messages (add edit messages plus a WORK PERMIT
   EXPIRING WITHIN SIX MONTHS message for
   personnel reporting (PPP620)
- history data element table (not a CTL table)
