This release corrects two Benefits-related errors in file maintenance:

- The system was erroneously enrolling employees with a future medical
   enrollment into the default medical plan (DM) when their BELI changed
   in such a way as to give them a greater level of eligibility.

- Reject level message 08-466 MEDICARE COVERAGE NOT
   CONSISTENT WITH DERIVED COVERAGE was inappropriately issued
   in circumstances where the medicare coverage code field did not
   contain a valid medicare coverage code.  See the release letter for
   more details.

Two programs, PPEC102 and PPEC722, are modified to correct these
problems.  There are no table updates.
