Release 1512 makes changes to the system in the area of leaves of
absence:

- One new leave of absence type code, 18, is added, 'for "benefits
   bridging" in support of the recent contract with AFT representing the
   Non-Senate Faculty'.  Details can be found in the release letter.

- Two existing leave of absence type codes, 09 (Workers Comp) and
   11 (Military Leave), are being made legal for participation in UCI
   (University Contribution Indicator).

The scope of the changes includes table updates, changes to edits,
and reporting (PPP620).

A one-time program, PPOT1512, is provided to generate a report identifying
employees with UCI but with an invalid leave of absence type code.  It will
not update the EDB.
