This release addresses work study editing issues, some raised in
error reports and some discovered in testing.  Only one program,
PPEI052 (edits work study program code vs. student status code)
is modified, and some of the fixes are addressed via table updates.

- PPEI052 was triggered in batch but not online.  To address this,
   the Processing Group table is being updated to execute it
   unconditionally.

- PPEI052 was using an incorrect subscript and thus did not
   properly handle 2nd through last distributions.  The correction of
   the subscript is the only program code change in r1471.

- The severity and text of message 08-064 have been changed to
   data override and "NON-STUDENT EMPLOYEE CANNOT HAVE
   WORK STUDY POSITION" respectively.

- A completely unrelated Processing Group table update is
   included to re-establish the trigger for program PPEI301 (implied
   maintenance of "other state" local tax indicator), which had been
   overlaid when a trigger for PPEG375 (edits political action
   contribution deductions) was created.
