Release 1536 makes changes in the area of insurance carrier reporting.

- It will now be possible to include foreign address information in carrier
   files, in a new, type '04' record, as described in copymember CPWSDDCT.
   Program PPP560 has been modified to populate these records for all
   employee health and welfare plans when the Foreign Flag (EDB0291)
   is 'F' and when the employee's foreign county code can be found in the
   code translation table.  When a type '04' record is sent, the state field
   is set to 'XX' and zip code is blanked out in the type '01' record.

- The incorrect count of carrier deduction file records on the PPP5603
   report is fixed.

- Copymember CPWSXIC2 contains lists identifying the health plans
   to be grouped together for a single carrier for reporting
purposes.  Prior to
   this release, the two carriers with such groupings were Prudential and
   Blue Cross.  R1536 removes the Prudential list and adds a 'UHC'
   list.  Programs PPP560 and PPP561 are modified to refer to the
   updated group names.

There are no table updates.

Release 1536 is date-mandated to be installed in time for December
monthly reporting.  Ok to install?
