This release can be skipped for ASUCLA and Hastings as it consists of
one-time code for the EX unit, and those sites have no employees in EX.

R1597 issues a one-time program, PPOT1597, that simulates the action
of range adjustment program PPP910 but is tailored to the specific
eligibility and implementation requirements of the agreement with AFSCME
for the Patient Care Technical (EX) unit effective 01/01/04 for monthly
employees and "the closest start of the pay period for biweekly ... paid
employees".  Details of the current EX agreement can be found in the
release letter, installation document, and service request.

R1597 follows the long tradition of custom one-time collective bargaining
wage increase releases such as r1507 and r1355.  As before, the one-time
program is intended to be run twice, first in PRLM1 mode and then in
FINAL mode, without corrections.  We will name the one-time jobs
PP*1597A and PP*1597B.

According to service request 80956, "campuses must process the increase
by September 30, 2004. OP   Labor Relations would like campuses to
process the adjustment so that it is reflected in the October 1 paycheck
(October 6 BW) if possible", and thus we'll need to update the EDB
prior to computes with those check dates.  As the effective date is in
the past, a retroactive process (MULTI MERIT per the installation
document) must also be run.  The retro must be run no more than 120
calendar days after ratification of the agreement.

May we have your ok to install?  We'll wait to run the one-time program
until you've worked out the scheduling with Production Control.  Information
we'll need to know:

- when to run PPOT1597 PRLM1 and FINAL jobs
- the EDB update in which to process transactions created in the
   PPOT1597 FINAL job
- plans for retro processing later
