Release 1586 will have no impact on any of our payroll sites, however,
in the interest of keeping our program code current and maintainable
we still need to install it.

R1586 responds to an error report concerning Surepay program PPP430,
specifically that the Wells Fargo sign-on, header, and trailer records were
not being written to NACHA files when system parameter 54 has a value
of '3'.

You may recall that parameter 54 is used in checkwrite program PPP420
to control whether a RECONciliation file is created, and if so, whether it
should contain employee id number or name.  It's also used by PPP430.
The parameter 54 value is checked, and if it signifies that the site is
banking with Wells Fargo, it expects a 'WFBNK-SPEC' card in addition
to the standard program spec card.  On that spec card, each site can code
assorted bank parameters including one that directs the program to write
header and trailer records.

The glitch was that when the parameter 54 values were revamped for the
RECONciliation file changes, the new value of '3' was not carried over to
PPP430, and thus it did not recognize sites using '3' as banking with
Wells Fargo.  The release change consists of one line of code to add
the new value.

Fyi, ASUCLA uses a value of '2' (non-WFB with EIN) and all of our other
sites (some recently changed) use a value of '0' (WFB with employee name).

There are no table updates for r1586.
