Release 1482 is the first phase of support for the new START (Staff
and Academic Reduction in Time) program.  Most of the features are
part of r1482 and only the UCRS interface changes are left for a followup
release.  The high points are:

- New data elements: START begin date, end date, and percent,
   to be stored in the EBT table.  They are also added to the BAS
   table in the HDB, and utility table access programs are modified
   accordingly.

- Addition of START elements to the ELVE, IAPP, and IBA1 screens

- A new consistency edit module, PPEC156, to edit START fields

- Addition of the START elements to the Corporate Personnel
   interface file, via PPP711.

- A new START reporting program, PPP695, offering employee name
   sequence (PPP6951) and/or name within home department sequence
   (PPP6952).

The method for enrolling an employee in START is to leave the
existing distribution(s) in place and to add one or more START
distributions, identified by DOS code.  The special DOS codes
(RTP for ordinary pay and RTS for shift differential pay) will have
the effect of reducing the employee's earnings, but not reducing
the leave they accrue.

   New con-edit)
- Data elements-to-screens
- Message
- Routine definition
- Processing group
- DOS.  For these, template transactions are provided, but local
   sequence numbers must be inserted.

IMPLEMENTATION
   The official sign-up period begins May 1st, so it would be a good
idea to get r1482 installed by that date, assuming that your site
is participating and plans to use the expected start date of June 1st.
That start date is coded in copymember CPWSTART.

   May we have your approval to install?  Additionally, please
let us know:

- if your site plans to participate in the START program.  (The
   release still must be installed even if you do not.)
- if yes, the start date for the START program.  If it's other than
   June 1st, we'll need to update copymember CPWSTART.  For
   those sites not participating, I assume we can leave it set to
   June 1st, as you won't sign up any employees.
- the sequence numbers you would like us to code in the new
   RTP and RTS DOS table entries.  For non-participating sites,
   I suggest that you not add these entries because that should
   prevent inadvertent entry of START distributions.

For participating sites, I suggest that we add new reporting
program PPP695 to monthly reporting.  The first run would be
part of May MR.  (There would be no point in adding it for
April MR, as employees can not sign up until May.)
