Release 1515 consists of one-time program code for the IX (lecturers)
unit and therefore can be skipped for ASUCLA and Hastings.

A one-time program, PPOT1515, is provided to calculate retroactive
payments for eligible IX Non-Senate Faculty in accordance with
a contract between UC and the American Federation of Teachers
Unit 18.  Please see the release letter for the detailed eligibility criteria.

Operationally there are a number of key issues:

- UCOP Labor Relations has provided an input file that identifies the eligible
   employees and their salary level.  The availability of the file for our
sites
   was announced last Thursday afternoon, and according to the release
   letter, campuses have already verified it and made appropriate adjustments.
   If you'd like to take a look at it, the dataset name is:
                FTPUSRn.GET.IXELIG.SEP03
   and you can access if via your regular FTPUSRn userid.

- This is a case where the release appears trivial because there's only one
   program being issued.  The real challenge is preparing the job to be run
   in production.  The period of retroactivity runs from October 1, 2000
   through June 30, 2003 and is not defined by the prior period table.  Instead
   it's a matter of selecting the correct PAR input files, and we had a lengthy
   discussion in our last staff meeting about how to select and process them.

   Our objective is to minimize the number of tapes to be mounted for the
   not quite 3 years of data, while at the same time not duplicating or
omitting
   any eligible data.  Per the release instructions, all of these PAR files are
   to be sorted together by executing PPP460 before being fed into PPOT1515.
   Our plan is to use the following input:

       PARMONTH for OCT00
       PARMONTH for NOV00
       Individual compute PAR(s) for DEC00 with check dates in 2000
       PARHIST for DEC01 (all PAR data with check dates in 2001,
                              running roughly mid-DEC00 through mid-DEC01)
       PARHIST for DEC02 (all PAR data with check dates in 2002
                               running roughly mid-DEC01 through mid-DEC02)
       PARHIST for JUN03 (all PAR data with check dates in 2003
                                running roughly mid-DEC02 through end of JUN03)

   We will write the sorted data to tapes (even consolidated, the result
   will be many tapes) so that in case anything goes wrong with the
   one-time program, we won't have to re-sort the input data.

   One of the sticky parts here is that I'll need to review the PAR data
   with respect to the timing of campus ID conversions which ranged
   roughly in time from about November 2000 through October 2002,
   thus intersecting the period of retroactivity.  We'll definitely need to
   use converted PAR files that agree with the employee id numbers
   now in the EDB and the eligibility file.

- Note that this is a one-shot process, i.e., there are no PRLM1, PRLM2,
   or FINAL phases.  When PPOT1515 is run, it will immediately (wellll,
   it will be a very long running job) create RA transactions.  The
   transactions will be separated by primary pay cycle (MO, MA, BW),
   giving you the option of paying the retro in more than one compute.
   Note that the batch number for each of these files will be '599'.

- Two reports are produced.  OT15151 is an audit report showing pay
   cycle, pay cycle end date, PAR gross, DOS code and calculated retro
   amount by month for each employee, in name order.  There's no spec
   card option for sort order.  OT15152 is a warning report that identifies
   employees who were on the eligibility file but had no PAR earnings.
   It also provides control counts of the total number of PAR records read
   and a breakout by month of transaction counts and dollar amounts.

   Per the installation instruction document, four copies of OT15151
   should be provided.

- PPOT1515 will also produce a machine readable file and we are
   instructed to use a file name of  FTPUSRn.PUT.IXRETRO.Y2003

May we have your approval to install the release?  Also, we'd appreciate
any information you can provide about your intended compute target(s)
for paying the retro's.  R1515 is date-mandated, with the requirement
that the retro's be paid not later than November 2, 2003.
