R1500 is an enhancement to the standardized union deduction reporting
performed by program PPP495.  Note that although we don't run it for
Hastings, the release must be installed anyway.

Currently "base earnings" are shown in the Standard Union Deduction
Report and in the output data file that goes to the unions either in terms
of hours or dollars, depending on the "BASE" code values in the GTN
table for the dues/Agency Fee deductions.  There's a nice listing of
the codes on the first page of the release letter, with additional detail
about how this has worked in the past and how it will work in the future.

The updated version of PPP495 will provide both hours and dollars
"base earnings" in the report and the data file, and, as before,
separate totals will be calculated for unit and non-unit earnings.
The additional data requires a change in record length of the Union
Deduction File.

R1500 is date-mandated to be implemented in time for July month-end
processing.  Ok to install?
