R1456 consists of a group of corrections for benefits-related processing.
The high points of the changes are noted below.  See the release letter
for the details.

- After an employee's PIE has expired without the employee having
   selected benefit plans, the system should take two actions:

     -  the employee should be enrolled in default plans.  This has been
        happening.
     -  the plan data (except for DM, DD, and DV plans) should be
        inserted in the FCB table.  This has not been happening.

   R1456 sorts out overlapping logic between PPEI315 (modified) and
   PPEI350 (not modified) and adds an entry to the Process Group
   table to trigger execution of PPEI315.  It also provides a one-time
   program, PPOT1456, to insert the missing benefit plan entries in
   the FCB table.  A control report with counts is produced.

- The benefits IDOC module, PPDXBENI, is modified to initialize the
   dependent data array before calling PPCOVRGE to develop
   coverage codes.

- PPP560 is modified to correct a problem that caused missing data
   in the ACTUAL and ENROLLMENT files in situations where
   employees had "a current plan ending on 12/31/2002, a future plan
   effective date of 01/01/2003, and a dependent with a future Dependent
   Coverage Effective Date (DCED) of 01/01/2003."

- The test in program PPEC725 to determine whether PPCOVRGE
   should be called to derive legal coverage code was incorrectly
   examining health plan code instead of legal plan code.  That
   problem is corrected.

TABLE UPDATES:
   Only the Process Group table (36) must be updated, and the single
transaction is provided in the release.

IMPLEMENTATION
   This release is designated as urgent, so we've set aside less critical
releases to work on it.  Some of the programs affect daily web-based
benefit enrollments and the daily IVR feed, so the sooner we get this
installed the better.  May we have your approval to install?
