I know some of you are very glad to see this annual 1042-S release, as
several sites have already expressed interest in beginning the
processing.  Many of the changes this year are clustered around the
addition of Postdoctoral Scholar tax reporting.  The extra fields
(fellowship gross, exemption code, recipient code, etc) are added to the
1042-S extract file, necessitating an increase in the record length, but it
functions only as an internal work file, so campus changes aren't required.

The assorted changes are listed in detail in the release letter, and here's
a sampling:

- Employees with Citizen Code 'X' will be excluded.
- Base Payroll issues 1042-S overlay code suitable for our UCOP
   mainframe printer, just as they do for W-2s, and the year number
   in the overlay has been updated.
- Postdoc data is added to PPP7303, PPP7305, and PPP7309 reports.
- "Q" records for Postdocs with positive Fellowship Gross are written
   in the tax files.

There are no table updates.

May we have your ok to install in production when we've finished our testing?
