R1533 is the annual 1042-S release, and, as was the case with the W-2
release, there's not much different this year from last year.  In fact,
the only change is to program PP1042SR, to disable the edit which
complains about no comma or first initial in the employee name -- but
only when the income code is 12 (other royalties) or 16 (personal services).

Unlike W-2's, there is no need to modify the year number in 1042-S
program code, but, like r1532, this release issues modified PSF print
overlay code suitable to the sort of printers we have at UCOP.

There are no table updates.
