Riverside reported a problem to us concerning online rush checks,
and while researching it, we talked to Base Payroll because it seemed
to be a generalized issue.  The problem was initially seen as VAC
hours processed via OLRC not reducing the employee's vacation leave
balance in the EDB.

It turned out that the scope of the problem is considerably broader
and dates back to the 1990 restructuring of the compute process.
The same behavior, i.e., not reducing employee leave balances,
occurs for SKL and PTO as well as VAC, and it occurs for all
cancellation, overpay, and handdrawn actions, as well as rush checks.

Release 1508 modifies the gross pay calculation (programs PPGRSERN
and PPP390) in compute to update EDB leave balances for C-O-H-R
transactions -- but makes this change optional.  The reason it was
made optional is that, given the many years since the problem first
occurred, it was thought that some sites might have developed their
own workarounds and would not want to duplicate their local process.
New system parameter 284 will contain a value signifying whether or not
to apply the new modification.  A value of zero will tell the system to
continue as before, without changing anything.  A value of one will tell
the system to apply the VAC/SKL/PTO hours in C-O-H-R transactions
to employee leave balances.

I have checked our sites' program code and do not see any evidence
of pre-existing local modifications to address this situation, therefore
I'm guessing that you would like this new feature turned on, i.e.,
would like parameter 284 set to a value of one.  Can you confirm that
one way or the other?  Also, please give us your ok to install the release.
