This is a fixit for the HPER (History Reporting/Personal Data) screen.
The PPWHPER program determines whether to display or blank out
Recently Separated Veteran Date and Employment Service Credit
Date on the screen based on whether those fields do or don't
contain real dates.

The problem was that it tested for only a value of "01/01" and thus if
the employee had, for example, a value of "01/01/2001", it was blanked
out and not displayed.  PPWHPER has been corrected to test for a
value of "01/01/0001", which is the DB2 "initial values", i.e.,
not-entered, date.

Additionally, two fields on the HPER screen (Employment Service
Credit Months and Employment Service Credit Start Date) did have
CICS Help text established, but it wasn't anchored to their positions
on the screen.  R1474 issues the new Help Anchors.
