Release 1691 is an extensive collection of adjustments and changes to
processing of Postdoctoral data.  It's not possible to describe them all in
this note (see the release letter instead), but here are selected items and
summarizations:

- Editing of Citizenship Code values in compute transactions when the DOS
code is FEL or FEN is made consistent with the existing rules in File
Maintenance.

- PDD payments will be excluded "from being added to the PAR Fellowship and
YTD Fellowship Grosses (i.e., these payments are reflected in W2 reporting
and must be excluded from 1042S reporting."

- The PPP5206 Workers Comp report "will now cause the amounts assessed for
the flat rated Postdoc Workers Compensation to be included by Fund
group".  Additionally there are changes in the rules for computing Workers
Comp assessments for Postdocs.

- Several modifications address dollar values that are too large to
fit.  PAR reports are fixed, but in the case of FWT deductions (can not
handle amounts greater than $99,999.99), the problem is inherent in the PAR
file definition, so as a temporary workaround, PPP400 will simply issue a
message to alert you.

- On a monthly basis we run program PPP771 (for campuses, but not for
ASUCLA or Hastings) to report on Postdoc employees who have differences
between calculated FWT tax and their YTD deduction value (636-Y).  It is
modified in r1691 to exclude employees whose Citizenship Code is 'E' or 'F'.

TABLE UPDATES

- Message 40-090 is added to identify employees whose FWT deductions exceed
$99,999.99
- Existing FEL entries in the DOS table are modified to turn off the FWT
Subject Gross Indicator.  We'll just substitute your local sequence number
in the provided template transaction.
