R1472 introduces a new Leave of Absence type code, "17", signifying
"Temporary Layoff".  It's intended to be leave without pay.  Four
programs are modified to accept "17" as a valid LOA code:

- PPEA007 - leave of absence editing
- PPEC129 - return from leave of absence consistency edits
- PPEC715 - University contribution indicator (UCI) editing
- PPP620 - personnel reporting

TABLE UPDATES:
- "17" is added to the existing list of legal values for LOA type
   code (data element 0139)
- and entries are added for "17" in the code translation table
