Among the changes applied in r1440 to program PPP561, which updates
the Historical Premium Activity (PPPHPA) table with actual and
anticipated premium activity based on PAR data, was "temporary code
to handle invalid back dating of new 2003 plans' PCED to 2002, when
no rates exist. Bypass adjustment."

That r1440 code simply specified plan codes of 'BH', 'BC', and 'BP',
but no coverage date, so when December consolidated billing
processing was performed, even the legitimate 2003 advance
premiums were bypassed.  R1459 now restricts that bypass to
coverage months prior to January 2003.

There are no table updates, and only PPP561 is modified.

R1459 is designated as urgent and must be installed prior to
the next monthly reporting cycle.  Ok to install?
