Release 1481 implements programmatically a policy change concerning
UCRP eligibility that has been in effect since July 1, 2002.  This policy
change redefines the rules for student eligibility in the retirement system.
There are pages of rules for you to peruse in Service Request 80381 and
in the Detail Design document for r1481 on the web.  The high points with
respect to PPS programs are:

- In program PPEC101, the edit disallowing employees with student status
   codes of 3, 4, 6, and 7 from UCRP eligibility has been removed and
   thus makes warning message 08-123 (REGIST GRAD OR UNDERGRAD
   STUDENT INELIG FOR RETIRE) obsolete.

- In program PPFICRET, which rederives retirement eligibility codes,
   among other things, the requirement that students have 100% time
   appointments is removed, and so is the edit on student status code.

These program changes will affect future employee derivations.  For
existing employees, a one-time program, PPOT1481, is issued to
force rederivation using the new rules for all employees with student
status codes of 3, 4, 6, or 7.  It can be run in either report or update
mode.

There is a single message table update, to delete message 08-123.

Since r1481 was issued, there have been followups:

- The one-time program has been re-issued after correction to the
   selection of data from the PAY table.

- Release 1483 issues an updated version of PPFICRET, reflecting a
   change in eligibility specifications by HR/Benefits.  PPFICRET is
   "modified to exclude Casual/Restricted appointment percentages
   when determining UCRP eligibility."

It is recommended that the r1483 version of PPFICRET be implemented
when installing r1481, therefore our plan is combine the installation of
the two releases.  May we have your ok to proceed?  Also, please
let us know if you would like PPOT1481 to be run first in report-only
mode before updating the EDB (and HDB).
