In release 1469 we stopped ACH transmissions of American Century
deductions because PPS was unable to supply individual employee
account numbers.  Since then, American Century has terminated its
agreement with the University and will no longer accept employee
deductions by any means, effective June 30th.

That means we'll need to clear out DBL and BRS table entries for any currently
enrolled employees, and for that purpose, r1490 issues one-time program
PPOT1490.  It will delete both 'G' and 'S' entries for deduction number 284,
but not 'Y' balances, and will produce a report of information about the
employees whose American Century deductions are being deleted:
name, department, deduction amount, and employment status, plus
a control report.

The other action required by the release is to make the 284 deduction in
the GTN table inactive.  We'll take care of inserting the local priority
numbers
in the single update transaction, and that's the only table update.

Implementation of r1490 is dated-mandated to occur after the last compute
for May earnings and before the first compute with June earnings.  I did a
quick check just now, and I see that all of our sites except Hastings have
employees signed up for American Century, so the one-time program won't
be needed for Hastings, however all sites have 284 entries in the GTN table
that must be deactivated.
