Release 1638 makes one change to PPS in response to an audit
comment: whereas in the past it has been possible to establish
separation dates very far into the future, without limit, now they
may extend no more than five years beyond the current date.

This new edit has been added to one program, PPEC114.  If the limit
is exceeded, reject level messages, both with the same text
(SEPARATION DATE EXCEEDS FIVE YEARS) are issued.

Table update transactions for new messages 08-724 and 12-724
are provided.
