R1666 is the reporting phase for EX Patient Care pay increases, and will
create both paper reports and a tab-delimited data file similar to others
we've produced in the past for other units.  4 reports are produced:

   OT16661 - control report
   OT16662 - Central office report in name order
   OT16663 - Departmental report - name within department
   OT16664 - Exception report

There are potentially two types of input: the workfile produced by PPOT1659
for  EX ATB increases and the workfile from the EX Per Diem range
adjustment.  The inputs and the relevance of the release vary by site:

AS and HA - no EX employees.  R1666 will be skipped.
SC - skipped r1659 and handled the ATB increases manually,
          therefore will need to create the tab delimited file manually.
          R1666 will be skipped.
RV and SB - no Per Diem payscale file/employees.
          Only PPOT1659 input.
SD - PPOT1659 and Per Diem range input.
DV - should be both PPOT1659 and Per Diem range input,
          but the Per Diem increases were handled manually.
          We can run PPOT1666 for the ATB portion, but the
          Per Diem tab delimited data will have to be created
          manually and some means will have to be found to
          combine the two sets of data.

R1666 is date mandated to be installed in time to create
the output data file by November 1st.  Ok to install?
