Release 1520 is one of the usual union reporting releases consisting
of a one-time program and is a twin to 1519.  Because this particular one
is for the TX unit, there's no need to install it for ASUCLA or Hastings.

The inputs include workfiles from these processes:

- step-based range adjustment
- step-based merit increases
- r1507 open range

Note that the step-based files contain a mix of RX and TX employees
and are the same ones to be used for PPOT1519, but program
PPOT1520 will select only records with a title unit code of TX.

Outputs include:

- report OT15201 - control report
- report OT15202 - central office report.  3 copies of this report
       are to be produced for local HR, who will give one to UPTE
       and one to UCOP Labor Relations
- report OT15203 - department report
- report OT15204 - exception report (may be empty)

- a tab-delimited data file with dataset name
       FTPUSRn.PUT.TXWAGES.Y2003

Completion of this processing is date-mandated to occur no later
than December 1, 2003.  Ok to install?
