Release 1628 is a general cleanup of the TCT reporting process,
encompassing both service request changes and responses to
error reports.  The results will be reflected in future PPP0433 reports.
The release letter contains a lengthy list of modifications, and here are
some highlights of the changes to program PPCTR33:

- Reporting is modified to display only currently active pay rates.  This has
   the advantage of excluding rate sets that could be confusing, such as those
   with expired end dates, or old step rates when grades are now in use,
   or vice versa.

- A problem with missing data when a title code does not have both COV
   and UNC data for the same effective date is corrected.

- The effective date on the grade ranges was changed to be the date on
   the SGT (salary grade table) instead of the TGB (grade-based title
   table for non-academic titles).

A note, not strictly related to the release, regarding the SGT:  The SGT
often is not well-maintained because the transaction feeds from the
Corporate Title Code System (TCS) to PPS do not include transactions
to update SGT entries.  Some sites have, on occasion, updated the table
themselves.  As part of the general effort to clean up TCS/TCT processing,
Base Payroll (which now maintains TCS) recently generated transactions
to update the SGT to bring it into sync with TCT data and provided them
to us.  This was for Davis only, and with Davis Payroll Office approval, we
applied them.  It's possible, though I can't say for sure, that similar
transactions may be provided in the future for other campuses.

There are no table updates for r1628.
