Release 1524 applies changes to the system for IX and LX units
and must be installed for all sites.  Several issues are addressed:

- One concerns inappropriate deduction cloning.  If an employee was
   already enrolled in IX represented dues and received an additional unit
   99 appointment, the system created an unrepresented IX dues
   deduction with the same G-balance value as the represented one.
   These G-balances are system parameter numbers pointing to the
   deduction amount and should have been 228 (represented) and
   222 (unrepresented), which have different rates, but because of the
   incorrect cloning, both pointed to parameter 228.

- The other error report addressed in r1524 shares some similarities
   with a problem reported to us by Santa Cruz.  An employee started
   out with an IX represented appointment, paying represented IX dues.
   That appointment ended and a unit 99 appointment began, causing
   the dues movement process to establish an IX unrepresented dues
   deduction.  The problem was that both the represented and
   unrepresented dues were taken even though the employee had no
   covered IX earnings.

- Per the release letter:

   Currently, AFT (American Federation of Teachers) dues payers with
   appointments in unit 17 (LX) and unit 18 (IX) are having their dues
   withheld beyond the current monthly dues limit.  In addition, AFT
   dues payers with an appointment in either unit 17 or unit 18 plus an
   appointment in an unrepresented title are having their dues withheld
   beyond the current monthly cap.

   UCOP Labor Relations has requested modifications ... so that
   AFT dues deductions for the IX unit and LX unit (represented and
   unrepresented) are subject in aggregate to the maximum monthly
   cap for the units.

- A technical change is implemented to make dues handling more
   consistent across units.  Currently IX dues rates and IX monthly caps
   are stored in system parameters (222/228 and 223/229 for unrepre-
   sented and represented, respectively).  These are being moved to
   BRT/GTN tables, and the system parameters are being returned to
   "Reserved-Base" status.  IX will then be consistent with the current
   LX implementation.

ONE-TIME PROGRAM
   A one-time program, PPOT1524, is provided to adjust GTN values.
Based on the "cloning" error described above, one might expect that
the G-balances for unrepresented IX dues (075, 077 for SC) would be
corrected from 228 to 222, however, due to the fact that the dues
amounts are being moved out of the system parameter table,
G-balances are being changed to signify that rates are to be obtained
from the BRT instead.  Specifically, if the GTN number is one of these
(075, 163, 378, 458, 459, 500-505), and the G-balance "amount" is
222 or 228, the value is changed to 1.

TABLE UPDATES
- System parameters 222, 223, 228, and 229 are deactivated.
- Bargaining unit agency fee - units IX and LX are being linked for
   monthly cap calculations.
- Benefits rate - "Entries for both the default unit (00) and unit IX-
   Covered are added.  The update transactions when processed
   define the AFT rate and monthly cap for GTN 075 (077 for SC)
   and GTN 163."
- GTN - to update the usage codes for GTN 075/077 and 163.
   We'll take care of substituting the local priority numbers.

IMPLEMENTATION
   R1524 is marked as "Not Urgent", and normally we might have
held it until after r1525, which is urgent, however we have a series
of releases, all in a row, that modify program PPP400: r1523,
r1524, and r1525.  We thought it would be most efficient to
implement them in the "encouraged" sequential order recommended
in each release letter.
