Release 1528 addresses error reports for the new PPP446 Union
Business Leave reporting program that we'll run for the first time as
part of October month-end processing.

- One issue concerns the standardization of message numbering,
   to incorporate the program number, making them of the form 44-6nn
   instead of re-using messages from other programs.  A table update
   will be required to add the new messages.

- It was reported that the number of hours worked was truncated if
   it exceeded 99.99 .  That problem is corrected in r1528.

- Also, there was a minor discrepancy in column numbering in the
   UPAY 915 form, which describes the spec card layout.

We must install the release for all sites, but it's not urgent for Hastings.
For all of the other sites, we should implement before running monthly
reporting early next week.  May we have your ok?
