Release 1631 makes a small change to Self Billing program PPP562
for consistency.  Currently the program writes out UC-Paid PostDoc life
insurance records with zero premium amount and zero employee count
for sites such as ASUCLA and Hastings that have no Postdoctoral
Scholars, but does not do so for PostDoc disability.  R1631 modifies
PPP562 to write out two similar placeholder records for PostDoc
disability, one for UC-paid and the other for employee-paid disability.

There are no table updates for this release.  It is most urgent for
ASUCLA and Hastings.  Ok to install?
