UC-eLinks may be affected by the DNS attack currently affecting computer systems in the US, and the national news services are covering the issue:

This may result in slow loading screens or “Server not found” errors when accessing UC-eLinks.
The UC-eLinks vendor, Ex Libris, is working to resolve the issue.
