Release 1511 introduces what are described as "short term changes
intended to bring the system more in compliance with revised benefits
regulations." Here are some of the highlights:
- Three BELI qualification codes are being made obsolete.
- '10' - Appointee with ending date for funding purposes only
- '50' - Split student/non-student appointee ineligible for benefits
- '80' - "Grandfathered" employee
- Edits are being tightened up so that new values will not be assigned to
BELI Effective Date and BELI Change Date unless the Assigned BELI
is changed.
- Derived BELI will be set "to a value of '1' in monthly maintenance when
the employee qualifies for benefits because of 1000 hours."
- When deriving BELI, future appointments will not be considered unless
there are no active appointments.
- A one-time program is issued to identify employees with the newly
defunct BELI qualification codes and re-set them to blanks. Additionally
the BELI qualification effective date will be set to initial values
('0001-01-01')
- Many of the reports produced by program PPP650 are being made
defunct. Currently there are 12 distinct reports, and the selection of
which reports are produced is controlled via a spec card. These vary
substantially across our sites.

PPP6507 - NEW CORE MEDICAL EMPLOYEES FOR MM/YY
PPP6508 - CONTINUING CORE MEDICAL EMPLOYEES
PPP6509 - NEW BENEFITS EXCL. EMPLOYEES
PPP6510 - CONTINUING BENEFITS EXCL. EMPLOYEES
PPP6512 - CONTINUING BENEFITS EXCL. EMPLOYEES
IN HOME DEPT ORDER.

TABLE UPDATES
Transactions have been provided with which to update the lists of
legal values for primary and secondary BELI status qualification codes.

I have included release 1516 in this correspondence because it consists
of a correction to a program issued in r1511, and the r1516 release letter
recommends that the two releases be installed together.
R1516 responds to an error report that BELI Effective Date was being
updated when the BELI Indicator was changed to itself. It appeared to be
a change, but there was no net effect. Program PPEI204 is modified to
close this loophole.

IMPLEMENTATION
R1511 is date-mandated to be installed not later than September 30th.
May we have your approval to install both r1511 and r1516? Also, please
let us know which of the four remaining PPP650 reports you would like to
receive on an ongoing basis so we can update the PPP650 job code appropriately.
