Release 1662 consists of a GTN table update and a modification to one
copymember (CPWSXIC2).
Currently an employee may make AFSCME Political Action Contribution (PAC)
payroll deductions only if the employee has AFSCME (EX-073, SX-486, K7-072)
dues deductions, and this rule is enforced via edit program PPEG375.
AFSCME is now revising eligibility criteria "so that any employee who
wishes to do so may sign up for AFSCME PAC deductions without being an
AFSCME dues payer or an AFSCME bargaining unit member."
- CPWSXIC2 contains a table of GTN numbers that must
be included in the PPP495 union reporting process, but
are not in the BUT, that is, they are not dues, agency fees,
or charity deductions. Various attributes are stored in
the table for each GTN number, and among them is a PAC
GTN indicator. R1662 changes the PAC GTN indicator
value from a 'P' to a space for the SX, EX, and K7 entries.
(Note that the K7 entry appears in only Santa Cruz's
copymember.)
- Additionally, r1662 provides transactions that remove
consistency edit PPEG375 from the EX-480, SX-481,
and K7-482 (Santa Cruz only) GTN entries.
These two actions prevent PPEG375 from being triggered and thus remove the
requirement that the employee be an AFSCME dues payer.
An incidental change included in the release is the removal of conedit
PPEG375 from the GTN 099 (EIC Tax Pay) entry, which never should have been
there as it has no relevance to EIC deductions.
R1662 is designated as urgent, though no due date is given.
