There are indeed message table transactions for new program
PPP537 that were omitted from the release. We are uncertain
when Base Payroll will issue them, but I've obtained them from
Jim Tuohig so we can go ahead and implement them when
we're ready.

Subject: payroll release 1658
Beginning with release 1605 in November of 2004, a number of releases have
addressed the granting of UC Benefits to Postdoctoral Scholars (postdocs)
and the consequent need for editing, assessments, and so on. Per the r1658
release letter: "The University is required to impute income for those
Nonresident Alien Postdoctoral Scholars receiving contributions to health
and welfare benefits." It has been determined that the health benefits
must include the University-Paid Postdoctoral Scholar Benefits Program
(PSBP) Life/AD&D and University-Paid PSBP Disability Insurances.
R1658 provides assistance to payroll offices in calculating the amounts of
such imputed income for individual employees via an add-on to the existing
logic in PPP520 that calculates assessments for postdoc benefits. The
add-on takes the form of a tab-delimited output data file whose layout is
given in the release letter. It is called the NRA Imputed Income File and
includes the amount of imputed income, the tax rate, and the estimated tax.
This data file could be used locally however you choose, however a
friendlier option is included in the release. It is a new program, PPP537,
that is intended for future generic reporting from tab-delimited files, but
at this time only reads the NRA Imputed Income File and produces a PPP5371
report titled 'UNRECORDED IMPUTED INCOME: POSTDOC LIFE/AD&D & DIS'. The
spec card (see new UPAY 921 form) offers two sort options, name or name
within home department. The expectation is that each site will use the
data to 'manually update the individual's Federal Taxable Gross field using
Dollar Adjustment Pay Transactions and recovering the Federal Withholding
Tax deductions.'
The release letter states there are no table updates, and none are provided
in the release libraries, yet I see six new message numbers listed in
PPP537. I will inquire about them.
We'll need extra input from you this time, as implementation requires more
than the usual 'ok to install':
- Do you have a need for the raw data in the tab-delimited file?
- Use of the PPP537 reporting program is optional. Would you
like us to run it for you? (The answer may depend on whether
you have postdocs at your site.)
- If you would like us to run it, what is your preferred reporting
sequence, name or name within department?
- Do you have any special report-routing requirements?
More than one copy?
We have already done the testing and are only waiting to hear about site
choices before installing.
