This release contains a revision of the processing released under R1924 which installed edits to block zero gross transfers between restricted funds in the online and batch expense transfer modules. 

After this release is installed such transfers will be allowed.

While the release letter is marked as Urgent there is no specification of any date mandates for installation.

Please approve installation of this release at your leisure.
