We've been sitting on this release for some time because it had no
apparent functional value for any of our sites, but what we're seeing is
that later releases are hitting some of the same modules, so it would be
nice to get it out of the way.

The purpose of r1562 is to modify the system in such a way as to support
a separate set of pay rates for Education Abroad Program (EAP) employees
who are located at Santa Barbara but are paid out of UCLA.  One might view
that as being similar to UCOP employees being paid out of UCLA.

The mechanism for doing this is to identify the EAP employees via a separate
sub-location, and rather than creating a new sub-location code, UCLA will use
the existing 'AG' code.  (They don't have a true Agricultural unit.)  This
necessitates modifications to assorted programs in the table update edit and
reporting suite to edit appropriately and assign a suitable description or
label
when the campus number is '04'.  It won't apply to any of our sites.

Some miscellaneous other components of the release are:

- a fixit to PPTCTUTL to "initialize field XTCL-CHOSEN-GRADE with spaces
   when low-values is found in the field and passed to PPTCTUTL via the
   linkage."

- a modification to PPTCTUTL that will impact only those sites that have the
   sub-location option turned on (system parameter 263 = 1), which I think is
   only UCLA.  When the sub-location feature was first implemented, the rules
   for a site using it were that each title must have a 'GN' (general
campus) set
   of rates and can not use '**' (generic) rates.  R1562 relaxes that rule
so that
   '**' rates can be used for some titles, and OP, GN, MD, and/or AG rates
   for others.  When looking up rates, the search sequence will be:
            1st - specific sub-location
            2nd - GN
            3rd - **

- the list of output parameters for PPTCTSP2 and PPTCTSP5 stored procedures
   is updated.  These are used by the web merit process, so there's value in
   getting these implemented.
