We've just received urgent release 1683, and due to its nature, I'm
requesting your approval to go ahead and immediately implement it in
production.  We are asked to install as soon as possible.

There are no program changes, and no conventional table updates.  Instead,
as happens each year around this time, Base Payroll is providing the new
year template for W-4/DE forms.  According to the release letter, only the
year number has changed since the 2005 version.

These templates are stored in PPS in the DB2 PPPW4D table, and new
templates are issued as data to be used as input to a DB2 utility load in a
mode that will retain the templates from prior years.
