Release 1616 changes consist of improvements in editing of employee
address formatting, with the objective of reducing errors in tax reporting
for the Social Security Administration.  Note that the previous edits
issued only warning level error messages, but nearly all address
errors will now be at employee reject level.  Davis (med center) and
ASUCLA, this could have significant impact on you in your large volume
batch EDB editing because a single employee reject error will cause all
transactions for the employee to be flushed.

- Generally, address editing has been moved from program PPECMIN
   to PPEC113

- The edits are as you might expect (details in the release letter), and
   take into consideration whether it's a domestic or foreign address, e.g.,
   state and zip code are required for domestic addresses.

- The state code must be one of the valid two-letter codes, and to assist
   PPS users in coding them, the state codes will be added to CICS Help,
   with the data coming from the code translation table.  This necessitates
   a change to the D21H04E CICS Help program.  Bruce will apply the
   Help changes all at one time for all sites.

- Program PPEI402, which performs unconditional EDB maintenance editing,
   contains logic to blank out the second employee street address line when
   anything is entered into the first line.  R1616 removes this action.
   San Diego, you have a local modification to PPEI402 that does the same
   thing, and now can be eliminated.

- A one-time program, PPOT1616, will generate a report to identify existing
   bad address data in the EDB.  The intent by Base Payroll is that there will
   be a quick turnaround and correction of address data in the current EDB,
   and that when we run PPP610 (job PP*CYK), it will propagate the corrected
   data over to the W2 tax reporting extract file, thus resulting in
cleaner tax
   data.  There are two related issues:  1) Santa Cruz does not run PPP610
   and therefore will not gain the benefit of any cleanup for 2004 tax
reporting.
   2) We're rapidly approaching W2 processing, and I'm not certain whether
   there is time to get this implemented for use by PPP610, though certainly
   over the long haul this will be a beneficial release.

TABLE UPDATES
   Transactions are provided with which to update:
- the message table
- the data element table.  A change to city value will in future trigger
address
   edits.
- the code translation table.  State codes are added for use by CICS Help.

IMPLEMENTATION
   May I have your approval to install in production as soon as possible?
If you wish to delay or reschedule W2 processing to take advantage of the
address cleanup effort, please also let Production Control know.
