Release 1661 is another one-time program release in lieu of
pay increases via the Web Merit subsystem.  It provides support
for a contract agreement with AFSCME for employees in the
Service (SX) unit with an effective date of 10/01/05 (09/25/05
for biweekly employees).  Hastings has no SX employees and
therefore can skip this release.

As in past releases of this type, the one-time program
(PPOT1661) is modeled on PPP910 and installation
instructions specify that it is to be run in PRLM1 and FINAL
modes.  In fact, it's essentially a clone of PPOT1659
except for the custom eligibility criteria and one unusual
feature. That is the fact that specific Custodial title codes
will receive a 4% increase whereas other SX title codes
will receive a 3% increase.  (See the release documents
for specifics.)

Because these are Across the Board increases, PPOT1661
assigns a costing action code of 55.  As we have done in
the past for some sites, we can change this to some other
value, however I recommend that instead you add entries
to your costing table (18) to support use of action 55.  We
are seeing more and more frequent use of this code, and
it also is assigned in batch program PPP676, which
generates EDB file maintenance and costing transactions
for Web Merit cycles.  (PPP676 assigns 55 for ATB
increases and 27 for all others.)

There are no table updates in this release.

one-time jobs and subsequent processing of output
transactions from PPOT1661.
