Release 1627 responds to a PostDoc editing error uncovered by San Diego.
When processing RA (retroactive pay) transactions, edit program PPEDTRST
is invoked in both the batch and online environments but was inappropriately
issuing these messages for Postdocs:

36-428  PAY INPUT OF POSTDOC 'FEL' DOS MUST BE TO NON-RESIDENT ALIEN
36-429  PAY INPUT OF POSTDOC 'FEN' DOS CANNOT BE TO NON-RESIDENT ALIEN

The problem was that the employee id number of the PostDoc employee
whose transaction was being processed had not been loaded into a work area,
and thus an incorrect value was returned from the lookup of citizenship code,
causing the edit tests to fail.

R1627 consists of a one-line fix to load the proper employee id value.

There are no table updates for this release.
