This is the annual 1042-S tax reporting release.  The changes are fairly
minor and transparent this year:

- the tax year number in the form overlay is updated

- a record sequence number is added to all record types in the tax file.

- "A new field T-PRIOR-YEAR-INDICATOR is added at position 199
   (length 1) in the 'T' record layout."

- "In the "Q" record, Recipient's Country Code field will have a value of
   Foreign Country code if the recipient has a foreign address and blank
   if the recipient has a domestic address.  Also in the Transmitter "T"
   Record, the newly added Prior Year Indicator field will have a value of
   blank."

- The withholding agent indicator field in copymember CPWS142T is
   initialized with a zero instead of a one

There are no table updates.
