Release 1625 is another Postdoc change release, in this case with
a focus on the cancellation of Postdoc benefits enrollments.  As
currently implemented, the only way to cancel a Postdoc medical,
dental, or vision enrollment  is to "end date the enrollment on the
same date as the effective date.  This is an imperfect solution because
the system will still reflect an enrollment of one day in the plan, and
this will result in reporting on carrier files and in the consolidated billing
process."  The solution provided in r1625 is the introduction of an 'XC'
cancellation for Postdocs.

- The 'XC' code will be allowed for both current and future medical, dental,
   and vision plan enrollments.

- Currently 'XC' is not defined at all for use in vision plan enrollments.
   The r1625 implementation will add it to the data element table but will
   limit its use to employees whose assigned BELI code is 'P', i.e., to
   Postdocs.  A trigger to execute vision plan consistency edit program
   PPEC165 is added to the data element table for transaction type 'VP'.

- In monthly periodic maintenance to begin December, program PPEM102
   normally moves employees who previously had cancelled medical
   insurance into core medical.  R1625 will block this from happening
   for Postdocs.

Although the scope of changes in this release is relatively small, a
significant number of programs is modified simply to add 'XC' to logic
that already tests for 'XX' or 'XD'.  An example is the PPDXBENI program,
used to produce benefits IDOC reports, in which 'X*' enrollments are excluded
from reporting.  Other examples are programs that derive vision coverage
level and effective date, and CICS programs displaying or permitting entry
of vision plan data.
