R1678 is a very small release that addresses "incorrect suppression of
leading zeroes in the display of fiscal year" on the EWSP and IFNW
screens.  Fiscal year numbers are comprised of a start year 'yy' value
followed by an end year 'yy' value, and once you translate the implied
double negative of the problem statement, what this means is that in future
all four digits will be displayed, even if the fiscal year number begins
with one or more zeroes.  As an example,

If you now see

  FY
-----
   405
   304
   203

after installation of r1678 you will see

  FY
-----
0405
0304
0203
