Release 1570 modifies the monthly 'FCPDST' interface file that goes to the
Corporate Personnel System by adding new fields:

- UCRS Subject Gross Indicator
- DOS Pay Category
- DOS Type Hours
- and some filler space to accommodate future expansion

Only one program, PPP713, and two copymembers are modified, and
they're apart from mainstream PPS processing.

There are no table updates.

The added fields result in a change to the record length of the file,
and thus require all payroll sites to implement the release at the same
point in time.  (The filler space being added this time will add flexibility
for timing of future changes.)  The date-mandated installation window
for r1570 is after April month end processing (just completed) and before
May month end processing.  Ok to install?
