Release 1606 is a followup to r1602, which introduced a new collective
bargaining unit code, FF, for firefighters.  In our very thorough production
simulation testing of r1602, which stepped through control table updates,
TCT updates, PPP290, EDB file maintenance, dues enrollments, monthly
maintenance, and computes, we observed that the system was not
automatically enrolling in agency fees those firefighters with special
handling code F (56 hour weeks) who weren't signed up for dues deductions.

Base Payroll tracked down the problem to inconsistencies in whether
control table processing, EDB file maintenance, and computes are sensitive
to special handling code (and distribution unit code).  R1606 applies the
necessary corrections to programs PPEG201 and PPEM201 (file
maintenance) and PPP400 (compute).  The control table issue is
addressed by transactions provided in the release to add entries to the
BUF table for each of the FF gtn numbers, but this time with a special
handling code of F.

According to the release letter, r1606 should be installed with r1602,
but it reached us too late for some sites.  We did include pre-release
versions of the modified programs, and the table updates, with our r1602
installs for Davis and Santa Cruz, which are the only sites with firefighters
and therefore the only sites where there will be a functional impact.
There was no test data issued for r1606, but we pre-tested the release
code and table update transactions for Base Payroll using copies of
Davis and Santa Cruz production data and got good results.  We could
perform similar testing for our other sites using production data, but it's
not going to demonstrate the desired behavior because they have
no firefighters.  For that reason I'm hoping it will be ok to install for all
sites based on the Davis/SC testing.  Note that for Davis/SC we'll want
to replace the 'advance' versions of the programs with the properly tagged
production versions, though the table updates are already in place for
those two sites.  Ok to install?
