R1689 consists of minor fixes to the new Online Earnings Statement (OES)
file produced by program PPP420.

- Carriage control values for the OES large data mailer and two laser
formats were incorrect.

- A filler area in the new laser format (PRM 144 value 4) form was
uninitialized, allowing unprintable garbage to creep into the *TOTAL
DEDUCTIONS* line.  This one has been around a long time in the paper
advices but never caused any problems because the garbage was in fact
unprintable.  In the UCFY web environment where the OES data is displayed,
it's visible.  We first heard about this in conjunction with Riverside's
OES file, and we implemented a one-line fix as a local mod and also
reported the issue to Base Payroll.  Then ESI advised us that the same
problem occurred for Santa Cruz, so we applied the same fix for them.  With
the installation of r1689 we'll be able to remove those temporary local
modifications.

There are no table updates.

Base Payroll has tagged this release as urgent and would like us to install
