R1620 is a small but fairly urgent release for the campuses that addresses
DOS code FEL payments to Non-Resident Aliens.  (We still must install it
for ASUCLA and Hastings.)  There are two modifications:

- One is a table update to change the SWT Subject Gross Indicator for FEL
   to N (not subject).  The release letter says, 'Note, however, that any
Domestic
   Partner Imputed Income associated with individuals receiving FEL payments
   will continue to be applicable to SWT withholding/reporting.'  The issue of
   this setting was reported to Payroll Coordination by San Diego.

   This requires only one transaction and is the only table update in the
   release.  The release letter says to refer to the Payroll Manager for the
   DOS sequence number, but don't worry about it, we'll get it from each
   site's table.

- The other change is to program PPNETDTK, which is 'modified so that
   when the imputed income is added to the individuals FWT Gross, it
   will also be added to the YTD Fellowship Gross provided that both FEL
   earnings are present and the Citizenship Code is "N"'.

R1620 is designated as urgent, and the recommendation is that it be
installed before January MO computes are run.  May we have your ok
to proceed?
