Release 1558 is a followup to r1549, in which new home department location
indicator values were defined.  That release also added location indicator to
interface files for several systems:  UCRS, the Corporate Personnel System,
and web/IVR.

Location identifiers already are carried in the HPA (Historical Premium
Activity) table and are translated into text descriptions for Consolidated
Billing reporting.  This release adds translations to two programs, PPHPARP1
and PPP563, for new codes 'V', 'E', 'B', and 'J' .

There are no table updates.

Base has designated this release as urgent, and our target is to install
before the next Consolidated Billing cycle, which is part of monthly reporting.
