Release 1486 makes significant changes to union processing for
UAW, AFSCME, and CUE dues. The changes will do the following:
- assess dues based on unit earnings only
- resume dues "when a former dues-paying employee returns to the
unit, regardless of whether the interim appointment was a non-represented
position or a covered position in another unit"
- in the event of separation, dues will be "retained on the employee
record for 61 months. If the employee is rehired or re-appointed,
the dues should be reinstated, regardless of whether the employee has
a current or future appointment in the unit. Once reinstated, dues should
be assessed on unit earnings only."
- A one-time program, PPOT1486, will move employees who are
currently enrolled in UNC CX dues deductions (479) to the covered
dues deduction (374).
A good many of the changes are accomplished via table updates.
There are the usual message table updates plus these:
- GTN table: update the collective bargaining behavior code for GTNs
073, 374, 486, and 377. (Ditto for SC K7.) Mark 479 as inactive.
We'll substitute local priority numbers in the transactions.
- BRT table: remove the rate for unrepresented CX (479) dues deductions.
- BUT - delete all of the unrepresented 479 entries and set the dues
retention period to 61 months for CX, EX, IX, SX, and NX.
- Bargaining unit agency fee: remove 'C' from the organization link field
for CX and 'remove the entire record defining the "unrepresented CX
GTN 479"' (also for K7 for Santa Cruz)

Release 1489 is a followup to 1486. They should be installed together.
- PPEA001 (executed for hires) and PPEA002 (executed for rehires)
are modified "to disable the checking of the condition that an
employee, upon hire or rehire status, must have a current or future
appointment with a Title Code covered by the appropriate" unit.
- PPEI505 is modified to back out the changes applied in r1486.
In r1486, two new messages were added for PPEI505, but because
the changes were backed out, they are no longer needed. They were
the only message table updates for r1486, and the net effect of the
combined releases is that no update is needed for the message table
at all.
R1489 does include GTN table updates to set the collective bargaining
behavior code to '1' for GTNs 073 (EX), 077 (NX), 163 (IX), 374 (CX),
377 (BX), and 486 (SX).

These releases are date mandated to be installed after the final May
compute and before the first June compute. Hastings, we still must
install them for you even though you don't have unions, but we may
not need to apply the table updates.
